User instructions: How to clear customs for an international shipment?

1. General requirements for customs clearance

  • To send a parcel outside Ukraine, all parcels must be cleared through customs. Usually, parcels from private individuals are cleared by the postal company. GlobalPost does the same.
  • It is important to know that a sender – a private individual – can send goods worth up to 10,000 Euros in hryvnia equivalent at the NBU exchange rate, in accordance with the provisions of the Customs Code of Ukraine, without filing a customs declaration.

* You can find out what exactly a private individual can send by clicking on the link.

2. Documents for customs clearance

For international shipment you need to prepare the following documents:

  • Completed Proforma Invoice with information about the sender and recipient, a full list of goods indicating the name, quantity and value. The invoice must be drawn up in English.

* This document is generated automatically when forming an application on the website or in the GlobalPost account.

  • If the value of the goods exceeds 10,000 euros, when sent by an individual, a customs declaration is required, which our brokers can issue.

At the request of the customs inspector, it is necessary to provide:

  • Confirmation of the value of the goods (payment screen, payment order, link to the website with the goods, etc.), if there are doubts about the reliability of the specified information.

* In our practice, there have been no such situations when exporting goods, but customs officers have every right to do so.

  • A photo of the sender’s passport and TIN.

3. How does the customs clearance process work? Step by step:

Filling out the export declaration by our customs broker based on the invoice provided by a private individual.

Checking the cargo at the customs warehouse:

  • The correspondence between the goods specified in the invoice and the actual contents of the parcel is checked.
  • In case of doubts about the authenticity, the customs inspector has the right to physically inspect the parcel and request additional documents for the cargo.
  • The customs inspector also has the right to inspect and check the goods to ensure their compliance with safety standards.

Release of goods for export:
After successful completion of all customs procedures, the goods can be released for export and sent to the country of destination.

4. Additional important points

  • All these stages are usually very fast, and customs clearance of a standard parcel does not exceed a few minutes.
  • The initial check takes place on a parcel scanner, similar to those you have seen at airports.
  • It is important to clarify the requirements and procedures for customs clearance in accordance with the legislation of the country of receipt and destination of the goods, as they may differ depending on the specific circumstances and type of goods.
  • If parcels cannot be transported through the scanner, they must be physically inspected by a customs inspector. The sender must notify us of this.

How to arrange delivery and customs clearance of an international parcel in Ukraine for individuals

Ordering goods from abroad? It is important to know when customs clearance is required and what taxes are paid upon receipt. Ukraine has clear rules regarding the cost of parcels received by individuals.

1. Parcels worth up to 150 euros

If you receive goods from a foreign online store or company, and their customs value does not exceed 150 euros, the following conditions apply:

  • Duty and VAT – not charged

For example: you purchased an item for 120 euros, shipping — 10 euros. Since the total cost is 130 euros, duty and VAT are not applied.

2. Parcels worth more than 150 euros

In this case, the full customs clearance procedure applies:

  • VAT (20%)
  • Duty (10%) — depending on the category of goods
  • In some cases — excise tax (on alcohol, tobacco, etc.)

For example: you ordered equipment for 300 euros. You will pay duty and VAT on the total value (including shipping) accordingly.
Duty and VAT will be charged on the difference between the actual value of the parcel and the duty-free limit, namely:
(300-150) × 10% duty = 15 euros,
(300-150 + duty 15 euros) × 20% VAT = 33 euros.

3. What data is required for registration?

In order to pass customs control, you need to provide:

  • your TIN (tax identification number)
  • invoice, check or purchase confirmation
  • tracking number of shipment
  • contact details (phone, email)
  • if necessary — a screenshot from the website or payment

We send a request to the messenger or email — the faster you respond, the faster the parcel will be registered.

4. How does the process work?

  • The parcel arrives in Ukraine
  • Customs determines whether clearance is required
  • You send the documents
  • We calculate taxes and file the declaration
  • After payment, customs releases the parcel
