Prospects and Opportunities for a Breakthrough for Ukrainian Apparel Manufacturers, or How Ukrainians Could Displace China in the U.S. Market Following Trump’s New Tariffs

Starting in April 2025, cheap Chinese clothing in the U.S. will no longer be cheap. This means that the domestic light manufacturing industry now has a real chance to gain a foothold in the American market.

What has changed?

Under a new package of trade measures introduced by Donald Trump’s administration, import tariffs are being reinstated. This is part of a broader strategy of “economic nationalism” and pressure on China. In particular:

  • From April 5, 2025 — a base tariff of 10% is applied to all imported goods into the United States.
  • From April 9, 2025 — an additional 34% tariff is imposed on goods from China.

As a result, Chinese clothing is now subject to a combined tariff of up to 44%. Meanwhile, Ukrainian goods are subject only to the base tariff of 10%.

“Cheap Chinese clothing is leaving the American market — this is not a forecast, it’s the new reality,” writes Associated Press.

Why this is an opportunity for Ukraine

The United States is the world’s largest consumer market for apparel. Today, a gap is forming in the “affordable everyday clothing” segment. China is losing ground due to higher tariffs. At the same time:

  • Ukrainian products are becoming price competitive
  • Interest in new brands from Eastern Europe is growing
  • The U.S. is actively diversifying supply chains — seeking reliable and flexible partners

Particularly promising niches:

  • Everyday clothing in the mid-price segment (casual, streetwear)
  • Sustainable fashion — the U.S. supports environmentally responsible production
  • Children’s and teen apparel — a weak point for many Asian manufacturers
  • Niche segments: sportswear, petite sizes, unisex clothing

What Ukrainian manufacturers need to enter the U.S. market:

  • Understanding the consumer — trends, seasonality, customer expectations
  • A reliable logistics partner — for shipping samples, batches, and drops with minimal risk
  • Access to marketplaces — <:contentReference[oaicite:1]{index=1} Handmade, :contentReference[oaicite:2]{index=2}, :contentReference[oaicite:3]{index=3} are great starting points
  • Participation in trade shows — even online formats can deliver results
  • Labeling and compliance — it’s important to consider requirements of the <:contentReference[oaicite:4]{index=4} (FTC), <:contentReference[oaicite:5]{index=5} (CPSIA), and <:contentReference[oaicite:6]{index=6} (FDA) already at the production stage

Ukrainian brands already exporting apparel:

  • KSENIASCHNAIDER — a denim brand represented in Japan, the UK, South Korea, and the U.S.
  • GUDU — minimalist silhouettes and strong relationships with international buyers
  • ELENAREVA — a premium brand focused on quality and sustainability

Why act now?

  • Buyers are actively looking for alternatives to China — and Ukraine is entering their radar
  • Ukrainian brands are perceived as transparent, flexible, and European
  • Competition is lower than a few years ago — especially in the mid-market segment

If you produce high-quality goods, ship on time, and are ready for international communication — now is the best time to establish your presence in the U.S. market.

Has the U.S. really imposed new tariffs on clothing from China?

Yes. Starting in April 2025, Chinese goods will be subject to an additional 34% tariff, which, when combined with the base 10% tariff, amounts to a total of 44%. This significantly increases the cost of Chinese clothing in the United States.

What is the duty rate for Ukrainian clothing?

Ukrainian goods are subject only to a basic 10% tariff. This gives them a competitive advantage over Chinese manufacturers.

Which categories of Ukrainian clothing show the most promise for export?

Casual wear, sustainable collections, children's and teen clothing, athletic wear, petite and unisex lines.

Is special labeling required to sell clothing in the United States?

Yes. Clothing must meet U.S. standards, especially if it is children's clothing. It must be properly labeled and comply with FTC, CPSIA, and FDA regulations.

Where should you start when entering the U.S. market?

Through marketplaces (Amazon Handmade, Etsy, Faire), participation in online exhibitions, and shipping sample batches. This allows you to quickly gauge demand.

Is it worth participating in trade shows in the U.S.?

Yes. Even participating in an online format boosts brand recognition and helps establish contacts with buyers.
