Road transport of dangerous goods
Dangerous goods are often shipped over long distances, sometimes even across national borders, which is why their transport is governed by strict regulations and international agreements. GlobalPost has the necessary expertise and experience to organize such shipments and guarantees their safety and compliance with the law.
What is Dangerous Goods?
Dangerous goods are substances or materials that may pose a threat to people, the environment, or property during transportation. To minimize risks, it is essential to correctly identify these goods and adhere to standards for packaging, labeling, and transport.
Cargo is considered dangerous if it can cause an explosion, fire, poisoning, damage to vehicles, or harm to people, animals, and the environment.
According to the Law of Ukraine “On the Carriage of Dangerous Goods” and the European ADR agreement (Agreement concerning the International Carriage of Dangerous Goods by Road), there are 9 classes of dangerous goods:
- explosive substances;
- gaseous substances;
- flammable liquids;
- flammable solids;
- oxidizing substances and organic peroxides;
- toxic substances;
- radioactive materials;
- corrosive substances;
- miscellaneous dangerous materials.
Strict adherence to clearly defined transport rules and safety regulations is crucial when moving cargo of these classes.
Specifics of Road Transportation
Dangerous goods can only be transported by drivers who have undergone special training and received an ADR (DOT) certificate. All vehicles are marked with special signs warning of the type of hazard. For international transport, an orange ADR plate is placed on the vehicle.
Vehicle Requirements
Trucks must meet safety standards, environmental regulations, and occupational health and safety requirements. Before departure, the police verify the vehicle’s compliance.
An important point in the Law of Ukraine “On the Carriage of Dangerous Goods” is the mandatory health and life insurance for employees performing the transportation. Additionally, liability insurance for companies and individuals involved in the transport of dangerous goods is required.
Responsibilities of the Sender and the Carrier
The sender must guarantee safe packaging, proper labeling, and prepare the necessary documents. For each class of dangerous goods, a specific sign is provided to help other road users recognize the cargo.
The employee of the company performing the transportation must follow a strictly defined route, coordinated with the state authorities of the country through which the cargo is delivered. The driver is also responsible for the condition of the goods during transportation.
