Prospects and Opportunities for a Breakthrough for Ukrainian Apparel Manufacturers, or How Ukrainians Could Displace China in the U.S. Market Following Trump’s New Tariffs
Starting in April 2025, cheap Chinese clothing in the U.S. will no longer be cheap. This means that the domestic light manufacturing industry now has a real chance to gain a foothold in the American market.
What has changed?
Under a new package of trade measures introduced by Donald Trump’s administration, import tariffs are being reinstated. This is part of a broader strategy of “economic nationalism” and pressure on China. In particular:
- From April 5, 2025 — a base tariff of 10% is applied to all imported goods into the United States.
- From April 9, 2025 — an additional 34% tariff is imposed on goods from China.
As a result, Chinese clothing is now subject to a combined tariff of up to 44%. Meanwhile, Ukrainian goods are subject only to the base tariff of 10%.
“Cheap Chinese clothing is leaving the American market — this is not a forecast, it’s the new reality,” writes Associated Press.
Why this is an opportunity for Ukraine
The United States is the world’s largest consumer market for apparel. Today, a gap is forming in the “affordable everyday clothing” segment. China is losing ground due to higher tariffs. At the same time:
